Connaught Drive Utility Servicing Project
Construction work for the installation of water and sewer utility services on the west end of Connaught Drive will begin on August 16, 2021.
The project will support the development of future affordable housing in the area. Residents and visitors can expect major construction which will impact local traffic until the end of October. Please follow all posted construction, detour and road closure signs in place.
The Municipality of Jasper will provide timely and consistent information updates over the course of the project.
Stage 1 – August 16 to 25, 2021
Work will begin on Pine Avenue with the replacement of existing water valves and watermain at the intersection of Patricia Street. This work should take 7 to 10 days to complete. Various road and intersection closures will be in place, including a detour on Geikie Street. Limited access to residences in the area will be maintained (see “local traffic only” zones on the map).
Stage 2 – August 25 to September 3, 2021
Similar work as described above will also take place on Spruce Avenue for another 7 to 10 days. This work is scheduled to be completed before the September long weekend. Limited access to residences in the area will be maintained (see “local traffic only” zones on the map). Laneway access will be maintained but likely limited to one end or the other.
Stage 3 – September 7 to October 31, 2021
Beginning September 7, the eastbound lanes of Connaught Drive between Pine Avenue and Hazel Avenue will be closed to traffic, with two-way traffic in place in the westbound lanes. Access to all adjacent properties will be maintained.
The intersection of Connaught Drive and Hazel Avenue will also be closed for approximately two weeks to accommodate the installation of a new watermain. This intersection is scheduled to re-open on September 21, but the eastbound lanes of Connaught Drive will remain closed until October 31.
Traffic accommodation will be in place to allow access to businesses located in this area. Sleepy Hollow Road will be designated as an alternative route during this period.

In recent years, the Jasper Community Housing Corporation (JCHC) has been working on advancing the development of new affordable housing in Jasper. Through extensive community consultations on determining community needs and best use of available land, the Connaught Drive parcels (GA, GB and GC) were identified as preferred locations for the development of staff housing.
In 2020 the Municipality of Jasper received $250,000 in Seed Funding from the Canada Mortgage and Housing Corporation (CMHC) to support pre-construction plans, including lot servicing. In 2021 regular meeting, Jasper municipal Council approved a total project budget of $7,150,000 to install municipal utility services in the area, including water, sewer and stormwater (deep services). Complete parcel servicing of other utilities (non-municipal) including gas and electricity is also planned so the parcel can be ready for development. Earlier in 2021, the JCHC applied for funding for a 40-unit apartment building on parcel GC (closest to Hazel Ave) through the Rapid Housing Initiative. While the proposal was unsuccessful this year, the JCHC will continue pursuing funding opportunities to support the proposal.
